A noticeable point is that the two problems of rule and transaction optimization have been studied separately. In this paper, we precisely defend the thesis that in an active database framework, the optimization of user transactions requires that rule and transaction optimization be considered as a global problem. Actually, we shall show that (i) the processing of Event-Condition-Action rules can be made more efficient by taking advantage of the structure of user transactions, and (ii) the concurrency of user transactions can be improved if we know the kinds of triggers executed by the transactions and the points at which they are executed within a transaction.
